CMS Finalizes 0.8% Payment Boost for Home Health Agencies in 2024

CMS is implementing a 0.8% payment increase for home health agencies in CY 2024, including a 3% payment update and adjustments for assumed vs actual behavior changes under the PDGM.

The final rule adopts a 2021-based home health market basket, updates the labor-related share to 74.9%, and recalibrates PDGM case-mix weights for CY 2024.

The rule establishes permanent Medicare coverage and payment for home administration of IVIG for primary immune deficiency disease starting January 1, 2024.

Medicare will newly cover gradient compression garments and items for lymphedema treatment beginning January 1, 2024.

The rule finalizes a methodology to identify the poorest performing hospices for inclusion in a new Special Focus Program using survey data, quality measures, and claims.
